Region 12 draft plan emphasizes crisis care, residential continuum and workforce

Amber Mayhall, Healthcare Services Director, opened the Region 12 presentation by describing an inclusive planning process that drew providers, tribal partners, higher-education stakeholders and law-enforcement representatives. She said the planning framework produced five regional priorities and multiple implementation roles for local governments and tribal nations.

"The regional plan was a living working document intended to be refined during implementation," Mayhall said, explaining that the plan is designed to support applications for larger multi-year funding rounds. She outlined priority investments including crisis stabilization, a residential treatment continuum, withdrawal management, youth and family caregiver support, mobile crisis response, peer support and culturally responsive tribal services.

Mayhall emphasized workforce and transportation as cross-cutting needs: stakeholders repeatedly raised workforce shortages and transportation barriers that limit access to medication-assisted treatment and other services. The plan also describes funding flexibility for pre-development and readiness work, and anticipates intergovernmental agreements will be required to execute projects.

Commissioners and public participants pressed for clearer implementation language and accountable roles before large programmatic expenditures begin. Mayhall and region partners said the draft will be refined during implementation and that regional adoption is intended to unlock further multi-year allocations.
