Commission clarifies mayor salary timing, removes mayor from pay-setting to avoid ethics issues

Staff presented revised mayor-salary language added shortly before the meeting after consulting the law director and ethics guidance; the change removes the mayor from the salary-setting process to avoid potential ethics conflicts. Staff said the amendment was circulated to commissioners just hours before the meeting.

Amanda explained the fiscal rationale for an October timing: "Typically, the um city council gets the budget at the end of October, the beginning of November um for the next fiscal year. So, from a timing perspective, that's why we put it in um October," allowing staff to include any salary change in the forthcoming budget. Commissioners accepted the framing and folded the new language into the adopted redline.
