Committee notes a narrow window to influence bill text; legislative council delayed first draft

The committee heard from Executive Director Martin Petioni that legislative council has deliberately delayed issuing a first draft of the bill concept so the board and the Laws & Rules Committee have a short window to feed changes into the final text. "Legislative council has actually deliberately delayed issuing us a 1st draft," Petioni said, which creates a timing window for recommendations from this meeting to possibly be incorporated into the bill text before the draft becomes final.

Petioni explained that whatever language the board approves at the late-September board meeting will be the language that locks the original bill concept; subsequent changes could still be pursued later, but the immediate window closes after the September meeting. The committee directed staff to seek counsel advice on whether the working-draft language would create unintended overlaps with other registration regimes and to ask TAC for tightened wording on administrative services agreements.
