Committee questions library long‑term plan and CEO compensation during budget review

Council members used the library’s budget hearing to press for more detail on project selection, long‑term fiscal planning and internal communication about executive compensation.

Councilor Jesse Brown and others said they were concerned about the size and communication of the CEO compensation alignment. “I don't think it's appropriate or acceptable to have increased CEO pay so significantly in the face of frontline workers who…received 3%,” Brown said on the record. Councilor Renee Allen asked whether frontline employees had been informed about the board’s process and requested more clarity about why the CEO’s adjustment was larger than typical frontline increases.

Library CEO Gregory Hill and CFO Campbell said the board independently reviewed leadership salaries and used peer comparisons when approving an alignment, and the library offered to provide the committee with the peer analysis and facility assessment used to set renovation priorities. Hill said the compensation adjustment resulted from an annual review and board action.

Beyond compensation, members repeatedly asked for multi‑year projections and line‑item detail for categories described broadly in the presentation, especially “other charges and services.” Councilor Michael Paul Hart and others asked the library to provide the facilities assessment, a clearer long‑term plan with rolling projections, and an itemized breakdown of gains and variances that explain why conservative budgeting consistently shows deficits that later materially underspend.

The library’s presenters said the organization uses conservative budgeting, historically generates favorable year‑end results, and will provide the requested materials to council members. The committee held no roll‑call vote on these questions but signaled continued oversight as part of upcoming budget hearings.
