County adopts ADA self-evaluation and transition plan to address accessibility barriers

County staff and consultant SCS Engineering Access presented the finalized ADA self-evaluation and transition plan (CTEP) and recommended the board adopt the document that identifies accessibility barriers, remediation strategies, responsible departments and timelines.

Sarun of SCS Engineering (presenting consultant) explained the plan''s focus on program access and the four minimum requirements for a transition plan: identify obstacles, describe remediation, provide a schedule and name an official responsible for follow-up. "The county itself is a Title II entity," Sarun told the board, describing the plan''s purpose and the need to look beyond pure building-code compliance to usability for people with disabilities.

The presentation outlined projects underway (for example, sheriff''s station and veterans hall parking lot improvements and path-of-travel updates), the role of maintenance versus capital alterations in barrier remediation, and outreach conducted during the study. A public commenter with disabilities noted prior ADA compliance work is complex and potentially expensive; the board then voted to adopt the resolution approving the finalized self-evaluation and transition plan.

The adoption directs staff to implement the plan''s reporting framework, identify design professionals for alterations and proceed with prioritized remediation and public outreach as funding and capital planning allow.
