Board debates process for appointing two library trustees; invites current appointees to speak

At a work session, the West Lafayette Com School Corp board discussed who should fill two trustee seats on the Tippecanoe County library board and how the district should handle future appointments. Chair (speaker 1) said the district is asked to appoint two trustees with staggered terms and that current appointees have served multiple terms; the chair invited the incumbents to the next meeting so the board can hear directly from them.

Board member Dacia (speaker 2) urged a more open process, saying the board should invite applications when a term ends and not simply "rubber stamp" incumbents. "I don't think we need to step in and remove someone midterm or do anything like that," Dacia said, but added that future vacancies should be opened to community applicants and that incumbents should submit applications and be considered like other candidates.

Several members, including David (speaker 5) and Lawrence (speaker 6), said there is an existing three-term limit (three four-year terms, i.e., 12 years) and that absent specific problems they prefer to let willing volunteers finish their terms. George (speaker 4), who read relevant material from state law during the session, cautioned that library trustees are sworn officials with specific responsibilities and cited Indiana Code during his remarks: "Libraries submit an annual report to the Indiana State Library," and "Library board members are under no obligation to report back to us under this." He urged creating a fair and balanced process for future appointments while not disrupting currently serving volunteers.

The board coalesced around two near-term directions rather than a vote: the incumbents (named in discussion as Martha and Mara) will be invited to the next regular meeting to describe their work and plans, and trustees agreed to develop a more formal application or recruitment process to guide future appointments. No appointment vote was taken at the work session.

Next steps: staff will check with legal counsel about best practices and statutory requirements before the next meeting, and the board expects to receive information and a proposed process for future appointments.
