Commissioners adopt Resolution 2026‑17 to fix ambulance dispatch shortfall, budget EMS regionalization grant

County staff presented several corrected and missed budget items and asked the board to adopt an amendment to the fiscal year 2025–2026 budget. Staff said the $198,580 transfer from cash reserves covers a four‑year shortfall in dispatch fees for Frontier Ambulance and that the same amount will be reflected as an anticipated transfer into the ambulance fund and then into dispatch. Commissioners were told the county received an EMS stabilization/regionalization grant worth $909,544 for interfacility non‑emergent transports; staff said only about $100,000 had been used to date and the remainder needed to be budgeted before the grant expiration (SEG 372–417).

Commissioner motioned to adopt "Resolution 2026‑17, budget amendment number six," listing the transfers and unanticipated revenue figures; the motion was seconded and passed. "This is the amount that I had come up with... it's creating the budget to transfer to the ambulance and then through the ambulance fund we'll transfer to the dispatch fund," said Bryce, the staff presenter. The resolution passed on a voice vote; staff and commissioners said this action was necessary to avoid violations and to document the grant and transfers in compliance with Wyoming fiscal procedures.
