In contrast, the Chapman Borough referendum, which sought to reduce the council from seven members to three, failed with 81 votes against and only 28 in favor, out of 148 registered voters in the borough.

Additionally, the committee discussed the logistics of the election, noting that 319 out of 320 voting machines were deployed on election day, alongside 350 poll books, four central scanners, and one ballot sorter.
