It responds to a housing needs analysis conducted in 2019 and aims to allow the construction of cottage clusters. These clusters consist of multiple detached homes built on shared property.

The amendment also aligns with recent state legislation. House Bill 4064, passed in 2022, changes how cities can regulate manufactured homes and prefabricated structures. Additionally, House Bill 3395, enacted in 2020, requires local governments to permit single room occupancies (SROs) as part of the needed housing options.

The meeting revealed a lack of public engagement, with only one attendee present, despite a previous planning commission meeting that attracted about a dozen participants. Officials noted that many residents expressed concerns about how the changes would impact their properties. However, they clarified that the amendments are state-mandated and intended to provide more flexibility in housing options.

The discussions highlighted the ongoing challenges cities face in meeting housing demands while balancing community concerns.
