Originally from Manti, Utah, Hall and his late wife, Jesse, established a successful life and business in Norwalk. His welding company, which began in Norwalk, has operated in Whittier for the past two decades. Hall's commitment to his community is evident through his active involvement and the deep connections he has fostered over the years.

Hall's legacy is not only marked by his professional achievements but also by his strong family values. Married for 58 years, he is a father to three children—Paula, Diana, and Kenneth. His resilience in the face of loss, including the passing of his wife and other loved ones, has only strengthened his resolve to serve others.
