Schauffler highlighted extensive community engagement efforts, including a resident satisfaction survey and input from various commissions, which shaped the chapter's development. Notably, the plan introduces a separate goal for disaster planning and response, emphasizing preparedness in light of increasing challenges.

The policing section has seen a major overhaul, emphasizing equity, community engagement, and accountability. New policies include real-time data analysis and regional coordination, although some elements remain aspirational. Additionally, the plan incorporates recommendations from the Social Justice and Equity Commission, focusing on outreach to underrepresented communities and fostering relationships between emergency responders and residents.

Despite the comprehensive nature of the updates, the public hearing held by the Planning Commission received no testimony, suggesting that prior community engagement had sufficiently addressed public concerns. The council expressed appreciation for the thoroughness of the updates and the opportunity for further discussion on the chapter's implications for public safety in Olympia.
