In 2023, the Correctional Health Services (CHS) reported a total of 303 emergency room visits, averaging about eight visits per day. The meeting highlighted the extensive healthcare services provided by CHS, particularly in medication administration and mental health support.
The total expenditure on medication reached $5.4 million, with approximately $805,000, or 15%, allocated for opioid treatment. Nearly 36,000 individuals received medication during the fiscal year, underscoring the scale of CHS operations.
Mental health services were emphasized as a critical component of CHS, with about one-third of personnel dedicated to psychiatric care. The department offers psychotherapy programs aimed at teaching patients effective stress management and coping skills, which are intended to reduce the risk of reoffending after release.
Significantly, the number of patients enrolled in the Opioid Treatment Program (OTP) nearly quadrupled from 2021 to 2023. In 2023 alone, CHS conducted approximately 526 clinical opioid withdrawal procedures each day. Notably, 23% of individuals reported opioid use at intake, reflecting a concerning trend in substance use among inmates.
The Precision Services team plays a vital role in ensuring continuity of care for inmates upon release, particularly for those facing complex health challenges, serious mental illness, or homelessness. This initiative aims to connect individuals with community programs that can support their health needs and help maintain the progress made during incarceration, ultimately contributing to a reduction in recidivism rates.
