The council unanimously approved the consent agenda before moving on to a public hearing regarding a zoning amendment for the Harley Davidson site located at 5920 South I-35 E. The proposed amendment seeks to allow a tattoo parlor as a permitted use within the existing Planned Development (PD) 26 zoning. Currently, the site accommodates a tattoo parlor and a barbershop, both operating under separate leases from Harley Davidson.

Planning and Development Director Melissa Daley explained that the amendment is necessary because the tattoo parlor operates as an independent business rather than an accessory use to Harley Davidson. The council discussed concerns about the implications of allowing tattoo parlors anywhere on the property, not just within the Harley building. To address these concerns, the council proposed to limit the tattoo parlor's operations to its existing square footage and prohibit external signage.

After a brief public hearing with no audience participation, the council voted to approve the amendment with the specified conditions, ensuring that the tattoo parlor remains confined to its current space.

The meeting also included a second public hearing regarding a request from 2200 Current Holdings LLC to rezone approximately 6.3 acres from single-family residential (SF2) to mixed-use commercial (MXC) at 22100 FM 2181. This proposal is part of the city's ongoing efforts to adapt zoning regulations to accommodate growth and development while balancing residential needs.
