This lottery will determine the allocation of 60 cultivation licenses, 30 manufacturing licenses, and 30 retail licenses, among others, with a total of 125 licenses available, including 47 designated for social equity applicants.

Application fees were discussed, with a standard fee of $5,000 for open licenses and a reduced fee of $1,000 for social equity applicants. The meeting also introduced a new conversion license for existing medical marijuana businesses, which is expected to generate approximately $4 million to support social equity initiatives.

Officials stressed the importance of distributing licenses equitably across the state, particularly in Newcastle County, where seven social equity and seven open licenses will be awarded. The lottery process will be broadcast live, ensuring transparency as applicants await their numbers.
