In a recent planning commission meeting, discussions centered around a proposed self-service storage facility at 4054 Victory Boulevard, which has sparked both support and opposition from the community. The facility, which would be developed on a 6.3-acre site currently zoned for general mixed use, is designed to include 810 climate-controlled storage units aimed primarily at residential and business needs.

While the planning department has recommended approval of the application, citing its alignment with the city’s long-range plans and the demand for such services in the area, concerns were raised regarding potential noise and water quality impacts. Two public comments opposing the application were received, highlighting worries about noise pollution and environmental degradation, particularly in relation to the Chesapeake Bay.

Commissioner Gee expressed skepticism about the proposed location, noting that the facility's proximity could amplify noise concerns for nearby residents. The planning department acknowledged these issues but maintained that the proposed development would comply with existing zoning standards and would not significantly worsen the situation.

The facility is expected to operate with minimal staffing—only two employees, one full-time and one part-time—raising questions about its alignment with the city’s employment focus area. Additionally, commissioners noted the saturation of storage facilities in Portsmouth, with approximately 12 already established within the city and more in surrounding areas.

The planning commission will continue to evaluate the application, weighing community concerns against the proposed benefits of the self-storage facility. Further discussions and potential decisions are anticipated in upcoming meetings.
