In a recent government meeting, discussions centered around a proposed amendment to the future land use designation for a site on North Happy Hill Road, aimed at establishing a skilled nursing residential treatment facility. The applicant, who expressed a personal connection to the community, emphasized the importance of providing necessary services and facilities to local residents.
The proposed amendment seeks to change the land use from median residential, which allows for five units per acre, to institutional and public facilities. This change would enable the development of a 100-bed skilled nursing facility covering 31,000 square feet. The site, currently comprising two lots—one with a single-family home and the other vacant—is situated in an area characterized by residential developments, including single-family homes and condominiums.
Planning staff, led by project manager Peter Germain, presented the case for the amendment, highlighting its compatibility with surrounding residential uses and the existing development pattern. They noted that the amendment aligns with the county's comprehensive plan, which lacks specific criteria for future institutional designations, thus requiring case-by-case evaluations.
Staff recommended approval of the amendment with conditions to ensure the facility's integration into the neighborhood. Key conditions include limiting the development to a skilled nursing facility or residential treatment center, maintaining a maximum size of 31,000 square feet, and constructing a six-foot wall on the north and west sides of the property for screening purposes.
