In a recent government meeting, a petition for rezoning was presented by Drayton Parker LLC on behalf of J Barring Volley LLC, seeking to transform two adjacent properties totaling approximately 4.69 acres located at 2311 Windsor Spring Road and 3221 Richmond Hill Road. The request aims to change the zoning classification from B-1 (Neighborhood Business) to B-2 (General Business) to facilitate the construction of a 51,175 square foot convenience store featuring 16 fueling stations.
Kevin Boyd, the Development Services Manager, outlined the details of the proposal, noting that the convenience store would operate 24 hours a day. The properties are currently vacant and have a history of previous zoning cases, including an approved special exception for a convenience store that was never built. The area is classified as a major arterial road by the Georgia Department of Transportation, with no transit routes within a half-mile radius.
Staff findings indicated that the rezoning request is inconsistent with the 2023 comprehensive plan, which emphasizes low-density residential zoning in the vicinity. The surrounding areas include residential properties and additional B-1 zoned land. Despite these concerns, the petitioner, represented by Brian Clauser of Kinley Horn and Associates, highlighted the potential for additional commercial development at major intersections, particularly in underserved neighborhoods.
As the meeting concluded, no public comments or objections had been received regarding the rezoning application, leaving the future of the project uncertain as it awaits further review and consideration by the governing body.
