The applicant's proposal builds on a previous amendment made earlier in 2023, which allowed similar operations in the MNG1 zone, specifically utilizing gas from the Bayview landfill. The new facility in the A40 zone would incorporate digesters—dome-shaped structures designed to process farm waste into usable gas.
To ensure adequate spacing and protection for neighboring properties, staff recommended a minimum acreage requirement of 40 acres for any biogas facility in the A40 zone. This measure aims to create a buffer between the facility and adjacent residences.
During the meeting, concerns were raised regarding the proximity of these facilities to areas that may be annexed into city limits in the future. However, officials clarified that the A40 zone is primarily located away from urban developments, minimizing potential conflicts.
