City approves solar farm plan amid community concerns

The project, which is set to be located near Route 38, has undergone revisions since its initial plan in March, including adjustments to access points and land reservations for future infrastructure developments, specifically the anticipated extension of John Huber Parkway.

The solar farm is designed to comply with local regulations, including a 50-foot setback around its perimeter, and is expected to exceed landscaping requirements. Additional screening along Route 38 is recommended to enhance visual appeal, with plans for an 8-foot agricultural-style fence surrounding the property.

Concerns were raised by a neighboring property owner regarding potential impacts on property values, nuisance factors, and stormwater management. However, the applicant has addressed these issues satisfactorily, according to city officials. The project is positioned as a clean, renewable energy source that will not inhibit future development in the area, which is expected to transition towards commercial and multifamily residential uses.

The anticipated cost savings for consumers utilizing the solar energy system compared to traditional providers like ComEd is estimated to be between 5% and 20%. While the savings are not substantial, they are deemed noticeable, especially with no upfront costs for consumers.

The commission is set to review a more detailed landscaping plan in the future, along with a decommissioning plan to ensure the site can be restored to its original state if the solar farm is discontinued. Overall, the project is recommended for approval, with officials emphasizing its alignment with the city’s goals for sustainable energy development.
