The first project involves a proposal to amend the comprehensive plan designation for 121 acres of land from high intensity activity center to employment, specifically for the development of an RV and boat storage facility. This site, located south of Interstate 8 near Casa Grande and Eloy, is owned by Bruce Galloway of Montgomery IA LLC. The proposal received unanimous support from both the Citizen Advisory Committee and the Planning and Zoning Commission, with no letters of opposition or support from the public.
The second project, presented by Cactus Solar LLC, seeks to redesignate 2,148 acres from very low and moderate low density residential to green energy production for a photovoltaic solar power plant. This site is situated approximately eight miles south of Eloy and is adjacent to an already approved solar project. The proposal aims to utilize land that is largely impacted by flood zones, with the intent to contribute to the region's renewable energy goals.
During the meeting, concerns were raised regarding the limited long-term job opportunities associated with the solar project, with estimates suggesting only a few permanent positions would be created. However, the construction phase is expected to provide temporary employment, although many workers may come from outside the local area. Additionally, the construction of the solar facility will require strict adherence to dust mitigation regulations and other environmental permits.
The board emphasized that the current discussions are preliminary steps toward changing zoning designations, and no construction approvals have been granted at this stage. The meeting concluded with a reminder that a super majority vote will be required for any amendments to the comprehensive plan.
