In a recent government meeting, officials discussed ongoing investigations into the impact of explosive weapon attacks in territories controlled by the Russian Federation. Despite numerous requests for access, investigators have been unable to complete their inquiries due to restrictions imposed by Russia. The commission highlighted a troubling trend of systematic and widespread attacks on Ukraine's energy infrastructure, particularly noting nine additional waves of assaults from January 2023 to September 2024.
The report emphasized the severe consequences of these attacks on the health and education rights of Ukrainians, with vulnerable groups such as children, the elderly, and individuals with disabilities being disproportionately affected. The primary caregivers of these groups, predominantly women, have also faced significant challenges as a result of the ongoing conflict.
During the meeting, questions were raised regarding the presentation of the report to the Russian Federation and whether any response had been received. The commission acknowledged the grim nature of the findings and the escalating violations since the onset of the war in February 2022. They also discussed the limitations of their role, focusing on the importance of raising awareness through reports and presentations to the Human Rights Council, while seeking additional avenues to mitigate the ongoing humanitarian crisis.
