The property, currently vacant and located within a floodplain, is zoned as B-3, which requires a special use permit for such developments. The applicant, Greg Johnson, proposed to build storage units along with a perimeter fence and a maintenance building, with access planned from Beaver View Drive.
City staff presented a detailed report outlining the necessary considerations for granting the permit, including the adequacy of local services, traffic impact, and environmental concerns. Notably, the fire department indicated no issues with fire safety, while the economic development director stated that the project would not negatively impact property values in the vicinity.
Public comments reflected mixed opinions. Some residents expressed concerns about increased traffic on Old Abingdon Highway, particularly near a single-lane railroad underpass, while others worried that the development might attract homelessness to the area. Despite these concerns, city staff will conduct further analysis to ensure the project aligns with the comprehensive plan and surrounding land uses.
Additionally, the council addressed a supplemental appropriation of $1,368,334 to the general fund. This funding includes donations for police equipment, recovered costs for overtime, insurance proceeds for vehicle damage, and maintenance funds from VDOT, aimed at enhancing public safety and infrastructure.
The council will consider the public feedback and staff recommendations before making a final decision on the special use permit and the appropriation of funds.
