In a recent meeting, the Carmel City Council unanimously recommended a $9 million General Obligation (GO) Bond following discussions with Bond Council and municipal advisors. The council confirmed that all questions regarding the bond were satisfactorily addressed, paving the way for its approval.
However, the council faced a procedural hiccup regarding the scheduling of a public hearing necessary for the bond's second reading. It was noted that the required notice for the public hearing had not been submitted in time for the current meeting. To rectify this, the council plans to hold the public hearing next week, coinciding with a claims meeting scheduled for Thursday, October 31, which is also Halloween. Council members humorously noted that attendees could wear costumes, but emphasized the importance of visibility for participation.
Additionally, the council discussed two ordinances aimed at creating new tax funds. The first, an ordinance to establish the Carmel Surtax Fund and impose a motor vehicle license excise tax, was met with a positive recommendation despite concerns about the impact of new taxes on residents. Councilor Worrell highlighted that while no one favors new taxes, this measure is necessary as advised by Mayor Finkum.
The second ordinance, which proposes a municipal wheel tax, also returned with a positive recommendation. Both measures are part of the council's ongoing efforts to address funding needs within the community.
