In a recent government meeting, the Sheridan County Planning and Zoning Commission reviewed a variance application from Michael and Belinda Tipton, seeking to reduce a 35-acre parcel to 3 acres within the Agricultural District. The property, located at 695 Dowprong Road, is not part of any subdivision and is adjacent to the Tipton's larger land holdings.
County planner Mark Reed presented the case, explaining that the variance aims to maintain connectivity between the Tipton Ranch's extensive acreage while allowing the sale of a 3-acre parcel that contains an existing residence. The proposed boundary line adjustment would retain approximately 31.94 acres, merging it with an adjacent 336.98-acre parcel, ultimately increasing its size to 368.92 acres.
Reed noted that the variance request aligns with Section 29 of the zoning regulations, which allows for variances when unique conditions create unnecessary hardship. He emphasized that no new buildable parcels would be created, nor is any new construction proposed. The staff concluded that special conditions exist that justify the variance and that the boundary adjustment would not alter the neighborhood's character.
On September 5, 2024, the Planning and Zoning Commission unanimously voted 5-0 to recommend approval of the variance, contingent upon the submission of proper documentation to the county regarding the boundary line adjustment. This decision reflects the commission's support for the Tiptons' efforts to optimize their land use while adhering to local zoning regulations.
