Hinshaw, who lives near Glen Acres, reported three deaths and multiple hit-and-run accidents over the past three years, with a notable spike in incidents in the last six months. He emphasized the need for enhanced policing and traffic control measures, specifically advocating for the installation of speed and red-light cameras near Southern Heights Elementary School to deter reckless driving.

Hinshaw highlighted the financial implications of these safety issues, estimating costs to the city at approximately $6.2 million, which includes expenses related to police activity and the consequences of traffic fatalities. He urged the council to consider these factors seriously and to implement solutions that would increase police presence and improve traffic safety in the community.

Following Hinshaw's comments, the council moved on to conduct a public hearing regarding Burien's 2044 comprehensive plan. The community development team presented an overview of the city's periodic update, which aligns with the Growth Management Act and regional planning strategies. The plan aims to accommodate significant growth over the next two decades, targeting the addition of 7,500 dwelling units, 1,433 emergency beds, and 4,770 jobs.
