However, the city's marine conservationist noted that the beach has a history of annual sea turtle nesting, indicating that the area remains a suitable habitat for these endangered species.

To mitigate potential impacts from the development, city staff proposed several conditions of approval as part of the accompanying Coastal Construction Control Line (CCCL) resolution. Key measures include strict regulations on building glazing, which must allow no more than 31% visible light transmittance and 14% reflectivity. Additionally, construction activities must be phased to avoid adverse effects on sea turtle nesting during the critical period from March 1 to October 31.

The applicant is required to submit detailed building permits ensuring that all light fixtures are full cutoff and wildlife certified, strategically placed to minimize light trespass toward the beach. A comprehensive sea turtle lighting plan must also be developed to ensure that light emitted from the property does not interfere with the nesting behaviors of sea turtles and hatchlings.

Furthermore, a tree pruning plan must be submitted every two years to the Development Services Department, aimed at reducing light trespass and reflectivity onto the beach. Additional conditions address construction requirements, including the development of parking and staging plans to prevent disturbances to native vegetation and the dune system.

These measures reflect the city's commitment to balancing development with environmental conservation, particularly in areas critical for the survival of vulnerable species like sea turtles.
