Carroll County proposes innovative medical respite services for homeless

In a recent government meeting, officials discussed the urgent need for enhanced medical respite services in Carroll County, highlighting a proposed three-pronged model aimed at addressing the complex needs of the homeless population. Tammy Black, Executive Director of Access Carroll, presented the initiative, which includes medical respite, sober respite, and a food pharmacy.

Medical respite services are designed for individuals who are too ill to remain on the streets or in shelters but do not require hospitalization. The proposed model aims to provide a safe space for recuperation, bridging the gap between hospital care and homelessness. The sober respite component will offer a safe environment for individuals recovering from substance use, often referred by first responders to prevent unnecessary emergency room visits or incarceration.

The food pharmacy initiative seeks to improve nutritional habits among low-income residents, utilizing local farms to promote healthy eating as a means of enhancing overall wellness. Black emphasized the importance of addressing dietary deficiencies, which can significantly impact health outcomes for those served by Access Carroll.

Data presented during the meeting underscored the pressing need for these services. According to the 2023 American Community Survey, 6.8% of Carroll County residents live at or below the federal poverty line, with an additional 27% classified as ALICE (Asset Limited, Income Constrained, Employed). Access Carroll serves approximately 9,900 low-income patients annually, with a notable increase in demand for medical respite services observed over the past three years.

The meeting also highlighted the rising prevalence of substance use disorders and mental health issues contributing to homelessness. Black noted that an average of 11 individuals per week require medical respite services, indicating a significant and ongoing need for support. The discussion concluded with a call for a letter of commitment to secure previously allocated program space, emphasizing the critical role of these services in fostering health stability and housing solutions for vulnerable populations in Carroll County.
