In a recent Middletown Public Schools board meeting, officials discussed the implementation of a new teacher leader evaluation program mandated by state law. Paul Griswold, the Director of Assessment, Professional Development, and Instruction, presented the 2024-2025 Educator and Leader Evaluation and Support Plan (ESP), which aims to enhance the evaluation process for educators and leaders in the district.
The new evaluation framework is a response to updated Connecticut guidelines that require local districts to revise their evaluation plans by the start of the 2024-2025 school year. Griswold highlighted the shortcomings of the previous evaluation model, which heavily relied on standardized test scores and resulted in nearly all educators receiving a proficient rating, failing to differentiate individual strengths and areas for growth.
The ESP emphasizes continuous learning and collaboration among educators through Professional Learning Communities (PLCs). Each educator will participate in monthly PLCs, focusing on priority practices aligned with district goals. This collaborative approach is designed to improve student outcomes by fostering a culture of shared learning and reflection.
Key changes in the evaluation process include the elimination of traditional rating scales, replacing them with a focus on meaningful participation and evidence of professional growth. Observations will occur more frequently throughout the year, with evaluators providing constructive feedback aimed at promoting improvement rather than punitive measures.
The plan also introduces a tiered support system to ensure all educators have access to necessary resources, ranging from general professional development to intensive support for those needing significant assistance. Additionally, a dispute resolution process is in place to address any disagreements regarding evaluations.
Griswold concluded the presentation by sharing positive feedback from educators, who noted the plan's emphasis on collaboration and alignment with student needs. The district plans to continue gathering input from educators to refine the evaluation process throughout the year.
