Shelley Edmondson from the Flagler County Tax Collector's Office provided an update on the tourist development tax, revealing that collections totaled just over $4.3 million for the year, although this figure was lower than the previous year. The breakdown of the 5% tax allocation includes 3% for promotions, 1% for beach restoration, and 1% for capital projects. Despite the overall decrease, collections exceeded projections.
Edmondson highlighted a decline in quarterly collections, with a notable drop of $92,000 or 6.6% compared to the previous year. She noted that many local rental operators are experiencing challenges, with some lowering prices but still struggling to attract bookings, potentially due to rising costs and uncertainties surrounding upcoming elections.
The meeting also touched on enforcement actions against non-compliant rental properties, with five enforcement actions taken and two pending tax warrants. The Tax Collector's Office has renewed its contract for an online monitoring program to help identify rental properties and ensure compliance.
Additionally, discussions included the city’s efforts to regulate short-term vacation rentals, with new legislation expected to be presented to the city council in December. This legislation aims to address community concerns regarding the impact of short-term rentals, particularly in residential areas.
