During a recent city council meeting, officials discussed the proposed CR and R Waste Transfer Station project, which aims to amend the general plan and approve a mitigated negative declaration for the facility. The project, located southeast of Dogwood and Ross, spans approximately 88.95 acres and includes a 66,000 square foot building for waste processing and transfer operations.
Angel Hernandez, the director of community development, presented the project details, highlighting its capacity to handle up to 575 tons of waste per day, with an average of 500 tons anticipated. The facility will serve both commercial and residential users, generating around 151 vehicle trips daily. Key features include stormwater detention basins, public parking, and a compressed natural gas facility for equipment.
The council addressed public concerns raised by local resident Dr. Ray Sanai, who expressed objections regarding potential environmental hazards, odors, and impacts on nearby businesses. In response, city officials reassured that all waste processing will occur indoors, minimizing odors and ensuring compliance with environmental regulations. They emphasized that the facility is not a landfill; waste will be transferred within 48 hours to approved disposal sites.
The planning commission had previously recommended approval of the project, and the council is set to vote on the mitigated negative declaration and general plan amendment. The meeting underscored the importance of balancing community concerns with the need for modern waste management solutions in El Centro.
