During a recent city council meeting, officials moved forward with significant resolutions and improvements to local parks, including a notable project at Blackbaud Park. The council unanimously closed a public hearing without any audience participation and subsequently approved resolution number 24-1052 and ordinance number 24-41, both passing with a 7-0 vote.
The council then addressed the consent agenda, which included routine items, and approved it with the exception of item G, which pertains to an agreement with Crouch Recreation Inc. for the Blackbaud Park Improvements Project. Council members expressed enthusiasm for the project, which will utilize $4.4 million from the parks excise sales tax.
Park project manager Todd Heeser provided details about the planned upgrades, which will feature accessible playground equipment designed for children of all abilities. The improvements will include a new parking lot, stormwater enhancements, and restroom facilities, alongside the playground. He emphasized that the new playground will be inclusive, featuring adaptive equipment such as an accessible tower with a ramp, a sensory dome, and an accessible carousel.
Council members highlighted the importance of accessibility, especially on the anniversary of the Americans with Disabilities Act, and expressed excitement about the incorporation of shade structures to enhance the play experience during hot weather. While the addition of a miniature zipline was suggested, Heeser noted that it would be considered in future phases of the project.
