Out of approximately 5.4 million calls, a staggering 4 million went unanswered, as the department had only anticipated 2 million calls. This shortfall in call center support was attributed to a lack of adequate planning and staffing, which officials acknowledged as a critical oversight.

Moreover, the department underestimated the number of students requiring manual verification. Initial estimates suggested only 35,100 students would need this process, but the actual number soared to 219,000—an alarming 98% discrepancy. This miscalculation stemmed from the department's failure to account for new verification requirements affecting mixed-status families, which complicated the application process.
