In a recent government meeting, the council approved several easement vacations and a conditional use permit for a new Domino's Pizza location, marking significant developments in local land use and urban planning.
The council first addressed the vacation of a drainage utility easement at 9925 Evert Road, which will allow for an expansion of the property. The new lot line will extend to the existing hotline for 9945 Beaver Road. Following a public hearing, the council unanimously approved the resolution for this easement vacation.
Next, the council discussed the Heather Meadows easement vacation, which involves an existing perimeter drainage utility easement surrounding Outlot B of Heather Meadows 2nd edition. This vacation was also approved after a public hearing, with staff recommending the resolution based on the establishment of new easements in the third edition final plat.
The final easement vacation discussed was for Hope Meadows, which involves vacating a right-of-way for Oswald Farm Road and Hunters Ridge. This change is necessary to facilitate an improved intersection design that will enhance traffic flow. The council approved this vacation as well, noting that a new roadway easement will be established to maintain access during the construction phase.
In addition to the easement discussions, the council reviewed a site plan and conditional use permit for a takeout-only Domino's Pizza restaurant at the former locations of the 1050 Club and the corporate meat locker. The applicant requested several variances, including adjustments to minimum building parking setbacks and drive-through lane locations due to site constraints. The proposed site plan includes 13 parking stalls and complies with most area requirements, although it seeks variances for certain dimensional standards.
The council found that the applicant met the necessary hardship criteria for the requested variances, particularly regarding setbacks from County Road 10 and County Road 50, as well as the placement of the drive-through lane. The proposed building materials and landscaping plans were also reviewed and found to meet city standards.
After thorough discussion and public input, the council voted to approve the site plan and conditional use permit for the Domino's Pizza, paving the way for the establishment of the new restaurant in the community.
