A proposal for a new overstock liquidation store, named Black Friday Deals, has been presented to the Rialto Planning Commission for approval. The store is set to occupy a vacant 25,868 square-foot commercial building located at 463 East Foothill Boulevard, previously home to the Rialto Discount Mall.

The project, which falls under the Foothill Boulevard specific plan with a commercial pedestrian land use designation, aims to provide deeply discounted general merchandise, including clothing, kitchenware, and toys. The store plans to operate from Friday to Wednesday, 9 AM to 7 PM, closing on Thursdays for restocking. The applicant anticipates hiring at least 20 employees to support the operation.

During the meeting, it was noted that the proposed store aligns with the city’s goal to strengthen the economic base and enhance employment opportunities. The project is categorized as exempt from further environmental review under CEQA section 15301, which pertains to existing facilities. Public notices regarding the project were distributed to property owners within a 660-foot radius, with no public responses received prior to the hearing.

The Planning Commission unanimously approved the conditional development permit, ensuring that the project will undergo planning commission review within six months of approval and annually thereafter to ensure compliance with all conditions. The approval marks a significant step towards revitalizing the commercial space and contributing to the local economy.
