Additionally, the council addressed the need for a special election regarding the conveyance of a 3.74-acre tract of unimproved land in Hidalgo Park to the Midland Soup Kitchen Ministry. This land, which is not actively used as a park, is intended for the soup kitchen's expansion to better serve the community. The council noted that state law requires voter approval for such a conveyance, and the upcoming election will allow residents to weigh in on the proposal.
