The Albany County Legislature convened for its monthly meeting, beginning with a public hearing led by Chair Joanne Cunningham. The session allowed for public comments, adhering to the legislature's rules that prohibit questioning between legislators and the public.
The first speaker, Jeannie Orr, Director of Capital District Tobacco Free Communities, addressed the pressing issue of tobacco use and vaping among youth. Orr highlighted the dangers of smoking, which remains the leading preventable cause of death in the U.S., and expressed concerns over the rising prevalence of vaping, particularly among adolescents. She cited alarming statistics, noting that nearly 20% of high school students in New York State reported using nicotine vapes.
Orr emphasized the importance of both education and environmental changes to combat tobacco use. She referenced a 2017 report detailing the disproportionate marketing of tobacco products in low-income neighborhoods, which correlates with higher rates of tobacco use. Recent findings from 2023 revealed that many tobacco retailers are located within close proximity to schools, with some schools having multiple retailers nearby.
Orr also pointed out violations of New York State laws regarding tobacco advertising and the sale of flavored e-cigarettes, which were enacted in 2020. She urged the legislature to consider these findings and take action to protect the health of young people in Albany County.
The meeting continued with further public comments, reflecting the community's engagement in local health issues.
