The Liquor Commission has recommended denying the application, a decision rooted in significant opposition from local neighborhoods.

Council members recalled that this matter had been previously addressed about a month ago, where staff also recommended denial due to community concerns. The Empire Lounge has a history of applying for this license at the same location, with past applications either denied or withdrawn.

Notably, the Wardcliff Neighborhood Association had met at the Empire Lounge on July 10, but representatives from the Forest Hill neighborhood were absent, citing inadequate notice for the meeting.
