Randy Tillery and Kathy Booth from WestEd presented insights into the development of a master plan for career education. They outlined a year-long effort to gather community and stakeholder input, which identified four main areas for action: improving access and affordability, strengthening career pathways, providing hands-on learning opportunities, and establishing coordination structures at state and regional levels.

Tillery emphasized the importance of inclusivity in the planning process, noting that over 840 stakeholders participated in regional design sessions across California.
