City council to debate controversial digital billboard regulations

The Torrance City Council convened a public hearing to discuss proposed amendments to the municipal code regarding electronic and digital billboards. This meeting, which followed a previous session held on March 26, was initiated by a recommendation from the Community Development Director.

Oscar Martinez from the Community Development Department presented the details of the proposed amendments, emphasizing that the project is deemed exempt from the California Environmental Quality Act (CEQA) under section 15061 of the guidelines. The council is expected to adopt an ordinance related to the regulation of electronic billboards and approve an ordinance summary for publication.

The public hearing format allowed for community engagement, with each speaker granted two minutes to voice their opinions. Following the public comments, the council will address any questions before concluding the hearing and making a decision on the matter. This initiative reflects the city's ongoing efforts to update its regulations in response to evolving technology and community needs.
