The draft action plan identifies a \"high injury network\" within Winter Springs, pinpointing roads with a disproportionate number of serious crashes. Key recommendations include improving roadway lighting—22% of fatal and serious crashes occurred in poorly lit areas—and addressing issues related to distracted driving.
