The cyclist, who reported the incident, described how moisture and what appeared to be mud or algae collected at the base of a tunnel under the I-94 overpass, creating hazardous conditions. On August 18, the cyclist lost control of their bike and broke their wrist after slipping on the slick surface.
The cyclist emphasized that the issue has persisted for some time, noting that they have observed moisture and mud accumulating at this location over the past two years. They expressed concern that the situation could pose a greater risk to children or other cyclists who might not be as cautious. The cyclist provided photographs of the area to illustrate the problem and urged officials to investigate the drainage system, which they believe is not functioning properly.
In response to the testimony, a commissioner requested that staff inspect the site to assess the safety hazards and determine necessary actions to mitigate the risks. The meeting then transitioned to other agenda items, including a discussion on a planned unit development amendment for the Shai West Garden Center, which was introduced by senior planner Leslie Nelson. The original development plan was approved in 2020, and the current discussions aim to clarify its future direction.
