The church, located in a predominantly rural and residential area, is approximately three miles from Cleveland Road Elementary School. The proposed addition aligns with the 2023 comprehensive plan and does not alter the existing zoning or future land use designations. Staff recommended approval of the permit with conditions, including a variance to waive the construction of a public sidewalk along the property’s frontage, contingent upon the church dedicating a right-of-way to accommodate future pedestrian pathways as outlined in the Greenway network plan.
Mark Campbell from Carter Engineering, representing the church, expressed gratitude for the consideration of the permit and emphasized the importance of the addition for the church's growth. He noted that while the church is willing to provide an easement for future pathways, the specifics of the width required for this easement are still under discussion. The county aims to ensure that the easement aligns with the Greenway network plan, which may require a width of 10 to 12 feet.
The meeting highlighted the need for clarity regarding the easement's dimensions, as the church had initially referenced a 5-foot easement in their application. Officials stressed the importance of establishing a mutual understanding to facilitate the church's construction permits while accommodating future infrastructure needs.
