To facilitate this purchase, the city will utilize the Houston Galveston Area Council Cooperative Purchasing Program, which streamlines the competitive bidding process.
The finance department evaluated the option of prepaying for the vehicle, which could have saved the city an additional $133,000. However, they determined that retaining the funds for interest accumulation would be more beneficial, given the vehicle's delivery timeline of four years. Officials noted that by securing the purchase now, they are effectively locking in the price, which is expected to rise significantly—potentially to $2.5 million—by the time of delivery.
The meeting also addressed the removal of resolution 243837 from the agenda. Additionally, resolution 243839 was introduced, which seeks approval for Waite and Company to provide professional services for the schematic design and construction administration of a new concession building at Village Park.
