Inspector Espinosa reported that the property owner, Mr. Piccard, had previously received a notice of violation for similar infractions. The first violation occurred on February 28, 2023, with a compliance deadline set for April 10, 2024. Despite this, work continued on the property without the required permits, prompting further action from the city.
