To combat these challenges, county officials are focusing on enhancing recruitment efforts, including participation in 34 career fairs and salary increases at juvenile detention facilities. Additionally, they are working with union leaders to negotiate improved employee benefits, such as reducing healthcare premium contributions from 25% to 20% and increasing wage bonuses.
The meeting also highlighted the county's retirement system funding status, which currently stands at a 66% funding ratio, compliant with state regulations. However, concerns were raised regarding potential cash flow issues, as the funding is insufficient to cover future employee match obligations. The county's contributions to the retirement system exceeded the minimum requirement by $7.7 million, but the sustainability of retiree benefits remains a pressing issue.
A notable point of discussion was the unresolved liability concerning pre-2002 retirees associated with the Wayne County Airport Authority. An agreement from 2017 mandated the airport to contribute $22 million over five years to address this liability, but no payments have been made since 2020. County officials are currently negotiating a new agreement to settle the remaining unfunded portion of this liability.
