During his testimony, Bailey highlighted a recent meeting where he believed he had reached an agreement with city officials, resulting in the dismissal of some charges and a refund of fees he had previously paid. He emphasized his long-standing relationship with the city, having been a taxpayer since the 1990s, and voiced concerns about feeling targeted throughout the compliance process.
Bailey acknowledged that while he had made mistakes regarding outside storage, the ongoing demands from the city felt excessive and burdensome. He stated that he is now focused on finalizing the necessary adjustments to bring his property into full compliance, pending the approval of a revised site plan.
