City approves new housing project for families transitioning from homelessness

In a recent government meeting, officials discussed a proposal for an eight-unit apartment building at 340 94th Avenue, which aims to provide transitional housing for families experiencing homelessness. The project, presented by Family Promise, seeks to utilize an existing single-family home on the property, bringing the total number of units to nine.

The site, located within the Port Evergreen zoning district, spans 1.46 acres and is designated for commercial mixed-use, allowing for a residential density of ten to 50 units per acre. The proposed development, which includes a 10,606 square foot building, falls below the minimum density threshold but meets city requirements as it does not reduce the overall density of the area.

The design features two-bedroom and efficiency units, along with communal amenities such as a community room, children's play area, and outdoor seating. The building will be two stories tall, with a maximum height of 40 feet, and will include a parking lot with 13 spaces on-site, supplemented by additional parking across the street.

City staff expressed support for the project, noting that it meets zoning requirements and provides necessary amenities for residents. However, the proposal includes a request to waive the requirement for covered parking, as many residents are expected to have limited or no vehicles.

Concerns were raised regarding the lack of additional pedestrian infrastructure across 94th Avenue, but city officials indicated that traffic on the street is minimal, reducing the need for such measures. The meeting concluded with a recommendation for approval, contingent on several conditions, including the dedication of park space and the striping of the parking lot to enhance organization and safety.

The project represents a significant step towards addressing housing needs for vulnerable families in the community, aligning with Family Promise's mission to support those transitioning out of homelessness.
