The D4 zone, highlighted in the presentation, is designated as a secondary central business district, with specific height allowances for buildings. The base height limit in the D4 zone is set at 125 feet, with design reviews required for structures exceeding 75 feet.
Norris provided a visual representation of the D4 zone's location and its relationship to the existing D1 zone, which currently has no height restrictions but requires design reviews for buildings over 200 feet.
