A proposal for a new restaurant building on a long-vacant lot in the area north of Whittier Boulevard has moved forward following a recent government meeting. The project, which aims to construct a 4,891 square foot restaurant, is set to replace a previous establishment that was demolished in 2010. The site, originally home to an 11,500 square foot restaurant, has remained unused for nearly 15 years.
The new restaurant will feature an outdoor patio and a combination of on-site and off-site parking, with a total of 32 parking spaces planned—20 on-site and 12 in an off-site service lot. The design includes 82 indoor seats and 16 outdoor seats, along with provisions for bicycle parking. Access to the restaurant will be primarily from Whittier Boulevard, with additional service access from Palm Avenue.
During the meeting, the applicant requested modifications to certain development standards under the Whittier Boulevard specific plan, citing three development hardships. These include adjustments to driveway dimensions, setbacks, and parking clearance requirements. The proposed driveway throat will be reduced from the required 30 feet to 21 feet due to a necessary street dedication for future road widening. Additionally, the east side yard and rear yard setbacks will exceed the maximums to accommodate required parking and landscaping.
The architectural design of the building will reflect a Spanish style, featuring smooth stucco finishes, tile roofing, and decorative wood elements. The restaurant is expected to operate daily from 8:30 AM to 11 PM, with any changes to these hours requiring further approval.
No public comments were received regarding the project, and staff expressed confidence that the development will enhance the area both aesthetically and functionally. The next steps include the submission of a parcel map application before the building permit can be issued.
