The Leesburg Town Council convened on June 25, 2024, for a public hearing addressing two significant agenda items: a homestay use standard modification at 221 North King Street and a rezoning proposal for the Meadowbrook Neighborhood Center, Land Bay F.
The first item involved a request for a minor special exception to allow a homestay in a nonconforming accessory structure. Shelby Miller, a planner from the Department of Human Community Development, presented the case, highlighting that the structure, built between 1930 and 1937, does not meet the required two-foot setback from the property line. Despite this, staff recommended approval, noting that the homestay would be compatible with neighboring properties and that existing parking was adequate. The council unanimously approved the motion, recognizing the structure's historical context and the established easement agreement with neighboring property owners.
The second item concerned the rezoning of Land Bay F within the Meadowbrook Neighborhood Center, which encompasses 8.62 acres of the larger 23.56-acre site. Scott Parker, the senior planning project manager, outlined the proposal to convert the area from open space to accommodate a childcare center, a continuing care facility, and retail and office spaces. The planning commission had previously recommended denial of the rezoning due to concerns about increased density and reduced outdoor amenity space. However, staff supported the application, citing compliance with town planning initiatives and the potential for enhanced neighborhood services.
The council discussed traffic impacts associated with the development, acknowledging existing congestion on King Street. Mitigation measures were proposed, including a transportation credit agreement to address traffic conditions. The council ultimately voted to approve the rezoning and special exception, emphasizing the importance of balancing development with community needs.
Both decisions reflect the council's commitment to fostering growth while considering the historical and residential character of Leesburg.
